What does CQC regulate in supported living?
CQC regulates the personal care element of supported living — not the housing or accommodation. If you provide personal care (help with washing, dressing, eating, medication) in a supported living setting, you must register with CQC for the regulated activity of personal care. The housing/accommodation is regulated separately by housing legislation. Your registration application must clearly separate the care element from the housing element.
What documents do I need for CQC supported living registration in 2026?
You need all CQC core policies, the Additional Form for Providers of Personal Care, a business plan that separates care costs from housing costs, evidence of office legal occupancy, a service user guide, a staff training plan, and specialist policies including Positive Behaviour Support and Minimising Restrictive Practices. On-request documents include duty of candour, person-centred care planning, risk management, staffing structure, and sample support plans.
How is supported living registration different from domiciliary care or care home registration?
Supported living registration shares the same core CQC policies as care homes and domiciliary care, but has distinct requirements reflecting its unique model. Unlike care homes, CQC registers your office (not the accommodation). Unlike domiciliary care, your service focuses on promoting independence in settings where people live (often with support workers present). Your Statement of Purpose must clearly describe a supported living model — not a care home by another name.
Do I need PBS and Restraint policies for supported living registration?
Yes. If your supported living service supports autistic people or people with a learning disability (which most do), you must submit a Positive Behaviour Support Policy and a Minimising Restrictive Practices Policy with your application. These must reference CQC's Right Support, Right Care, Right Culture guidance and NICE guidelines NG11. The policies must describe how restrictive practices are minimised and governed in the person's own home.
What training is required for supported living staff?
Staff need all standard mandatory training plus specialist training including: promoting independence, supporting tenancy management, community access and inclusion, positive behaviour support, communication methods (Makaton, PECS, AAC), epilepsy awareness, positive risk taking, and the Oliver McGowan Mandatory Training on Learning Disability and Autism. Training must align with the needs described in your Statement of Purpose.
