What is Ofsted supported accommodation and who needs to register?
Supported accommodation is for looked after children and care leavers aged 16-17. It provides support and accommodation (not care). If you provide or arrange accommodation with support for this group, you must register with Ofsted as a supported accommodation provider. Registration is at provider level, not individual premises level. It is an offence to operate without registration.
What are the four Quality Standards for supported accommodation?
Supported accommodation has four Quality Standards (not the nine children's home standards): (1) Leadership and Management, (2) Protection, (3) Accommodation, and (4) Support. Each standard has specific requirements set out in the DfE Guide to the Supported Accommodation Regulations Including Quality Standards.
What is the difference between supported accommodation and a children's home?
A children's home provides care and accommodation — staff look after children. Supported accommodation provides support and accommodation — staff support young people to develop independence. If your service model involves providing care (personal care, day-to-day parenting decisions, close supervision), you need children's home registration, not supported accommodation. The regulatory distinction is critical and Ofsted will refuse supported accommodation registration if your model is actually a children's home.
What accommodation categories can I register for?
Ofsted supported accommodation has four categories: (1) self-contained accommodation, (2) ring-fenced shared/group living exclusively for looked after children and care leavers, (3) non-ring-fenced shared/group living (where young people share with adults), and (4) supported lodgings/private residence. Each category has different requirements for risk assessment, staffing, and oversight. Your registration is conditional on the categories approved.
Do I need a location assessment for every premises?
Yes. Unlike children's homes (which register a single location), supported accommodation providers must complete location assessments for each premises where young people will be accommodated. Each assessment must cover local crime, exploitation risks, transport, education/employment access, health services, and community resources. Ofsted will review these during registration.
