Registration refused

CQC registration refused: what it means and what to do next

Short answer

CQC normally sends a notice of proposal before refusing registration. You then have 28 days to make written representations. If CQC still refuses, it issues a notice of decision, which you can appeal to the First-tier Tribunal (Care Standards). Act quickly: the 28-day window is the best chance to change the outcome.

The usual stages

  • Notice of proposal: CQC tells you it proposes to refuse and gives its reasons
  • Written representations: you have 28 days to respond with evidence
  • Notice of decision: CQC confirms or changes its decision after considering your representations
  • Appeal: you can appeal a notice of decision to the First-tier Tribunal (Care Standards)
  • Reapplying: you can also fix the gaps and submit a new application

Common reasons applications fail

  • A statement of purpose that does not match the regulated activities or service users
  • Policies that are generic or not followed through in practice
  • A registered manager who could not show enough knowledge at interview
  • Weak plans for recruitment, training, safeguarding or medicines
  • Missing or inconsistent information between documents
